Teleconference on Mosul offensive in Iraq

The Global Shelter Cluster (GSC) is calling a teleconference to brief on the preparedness for the upcoming Mosul offensive in Iraq. The teleconference will take place on the 27 July at 3pm Geneva time / 4pm Baghdad time / 9am New York / 11pm Canberra.

The objective of this teleconference is to discuss the unfolding situation in Iraq and to encourage cluster partners to scale up Shelter and NFI. The Iraq Shelter Cluster led by UNHCR is preparing for a Mosul offensive emergency response. This response will be considerably larger than that in Falluja and, in a worst case scenario, may be the largest humanitarian operation this year with estimates of a potential of 600,000 people newly displaced as the military operation commences, perhaps in the next 6 weeks. Displacement in the Mosul corridor is already taking place  and there are signs indicating that it will increase.  New camps and extensions to existing camps are already underway but not at the scale required to meet the potential displacement figures.

 

The GSC surge capacity has been deployed to scale up coordination services along with a GSC support mission. However, there is still an important need for implementation capacity. There are not enough humanitarian stakeholders providing Shelter support, particularly in the Governorates of Salah al-Din, Ninewa, Anbar, and Dohuk in order of priority and particularly in less secure areas within those governorates. There is an expectation that a large contribution of funding will be pledged in the coming days with shelter being the priority cluster.

  • 15.10 – 15.30 Presentation of the situation by the Iraq Shelter Cluster Coordinator, Graham Eastmond, and a representative from the co-chair
  • 15.30 – 15.50 Questions and answers
  • 15.50 – 16.00 Conclusions and wrap up

Of particular interest is the contingency plan prepared by the Kurdistan Regional Government Joint Crisis Coordination Centre (JCC) in collaboration with humanitarian actors.  This document and others form the basis of an on-going, larger contingency planning process being led by the Humanitarian Coordinator and OCHA in which the Iraq Shelter Cluster will play a significant role.
