HIGHLIGHTS
 - Tenure security training promotes mutual learning between
humanitarian agencies and government engineers
- On April 11, The
Norwegian Refugee Council in its capacity as chair for the Housing, Land, and
Property Technical Working Group in collaboration with the Shelter Cluster and the
Luhansk Department of State Architectural and Construction Control presented at
a training on tenure security. Fifteen representatives from the legal and shelter
departments for the Norwegian Refugee Council, Danish Refugee Council, People
in Need, and Caritas attended the training to learn about legislation for new
constructions, various forms of tenure, and humanitarian shelter standards.
 - Winterization Lessons Learned 2016-2017: With the closure of the
winterization exercise on March 31, the Shelter Cluster met in April
agencies who implemented activities in Winterization 2016-2017 to learn
what went well to begin to prepare the discussions that will launch in June
for the preparation of winterization. The 8-pager reviews realized targets,
trends in three years of winterization implementation, and cooperation
with the government including a review of the subsidy program. Further,
it is important to note that in GCA if the network of partners’ presence
covered almost every village, the volume of assistance linked to
decreased funding was not sufficient, while NFI and fuel shifted to a
monetized assistance.
In NGCA, the peak of assistance was in 2015-16 mainly due to nonrenewable
NFI and blankets. This winter the tendency is different, and the
assistance grew significantly for solid fuel and heater
