Highlights

The reporting period saw a continued displacement of persons in the BAY states. A total of 16,716 individuals (ind), with Askira/Uba (1,715 ind), Gombi (1,634 ind), Hong (1,074 ind) and Michika (1,074 ind) LGAs recording the highest number of arrivals. Additionally, major arrivals were also recorded in Lamurde (899 ind), Girei (795 ind), Mubi South (715 ind), Mubi North (713 ind), Bama (577 ind), Mobbar (492 ind) , Maiha (481 ind), Song (440 ind), Demsa (390 ind) and Yola South (321 ind) LGA.
 
The sector partners provided 55,335 HHs with Shelter and NFI solutions. With 21,922 Households (HH) supported with emergency shelter solutions, 6,511 Households (HH) with transitional shelter solutions, 100 Households with Cash for rent and non-food items (NFI) to 26,202 households (HH) including 600 Households that received Cash/Voucher for NFI. Partners have conducted 17 post distribution monitoring reports and 11 post construction reports.

Need analysis

Due to frequent attacks, access issues and security restrictions have resulted in an uneven presence of sector partners in some parts of BAY states thereby resulting in setback of direct activities implementation. In addition, insufficient funding has hindered the implementation of Shelter and NFI responses in areas with humanitarian access.
The sector continues to see an increasing demand for sustaining shelter solutions for returnees and IDPs to improve the living condition and physical protection against harsh weather. Shelter repair, particularly for those whose houses were severely damaged or destroyed due to shelter exceeds life span or as a natural disaster (heavy windstorm, floods, and fire outbreak), remains a critical gap. The overcrowded living conditions in camps are also a concern in some parts of Borno state.  Based on HRP targets, over 225,000HH are yet to be reached with Shelter/NFI solutions.

Response

The sector continued to advocate for more land to decongest camps across Borno State as congestion in camps poses a significant challenge to life, health, and dignity and violates human rights. Women and girls of different ages and diverse backgrounds are more at risk. The sector, through its partners, is advocating for a more coordinated response across Borno, Yobe and Adamawa.
 
As of June, sector partners continued to scale up the response to deliver shelter and non-food items (NFI) assistance to meet the immediate and long-term needs of the displaced population. 4,644 households (HH) benefited from Emergency Shelter (ES) solutions, including the construction of Emergency Shelters and distribution of Emergency Shelter kits, bringing total assistance from the beginning of the year to 21,922HH.
Through its partners, Sector provided lifesaving and life-sustaining assistance in a flexible and targeted approach while adhering to appropriate humanitarian support standards in Borno and Adamawa States
The Partners also provided NFI assistance to households in dire need during the reporting period by ensuring access to the basic and improved NFI kits necessary for daily use across Borno and Adamawa states. As a result, 26,802 HH have been assisted with Non-food items (NFIs) kits between January to June 2021.
 
In addition, Shelter partners supported 65 Household (HH) returnee with shelter solutions while rehabilitating 4 government buildings that would accommodate 1,600HH living in the host community.

Gaps / challenges

Insufficient land to construct shelters and support decongestion strategy continues to pose a challenge to the sector and its partners, the sector continues to advocate and identify additional land to decongest camps across Borno State as congestion in camps remains at an all-time high. Insufficient funding is hampering the response by partners coupled with the rise in insecurities
