When people are displaced, the house or land left behind becomes vulnerable to appropriation by others. Secondary occupancy comes in many forms and is one of the most intractable HLP issues encountered in contexts of displacement. In this session, we will zoom in on the issue of secondary occupancy, and – through the lens of a real case - discuss its different types, and what shelter actors can do to prevent, mitigate and address them.
