Shelter Cluster field visit to West Mosul, Nov. 2019

Highlights

  • Four Shelter Partners (Caritas Czech Republic, HRF, SZOA and UN-Habitat), in consortia with local organisations, have started IHF-funded projects in October 2019 which will last until mid-2020.  The intervention will support 6,700 families (around 40,000 individuals) living in critical shelter with SOKs, shelter upgrades and rental subsidies in Anbar, Salah a-Din, Dahuk and Kirkuk governorates.
  • Several partners have secured funds and have plans in place to cover 81,700 IDP families (including 52,400 HHs in camps and 29,300 out of camps) as part of the Winter Response. 95% of the support will be delivered through cash or voucher modality, allowing people in need to address their winter needs in the most efficient way.

Need analysis

As per the IOM-led DTM report, 1.44 million IDPs and 4.46 million Returnees have been identified across the country, from January 2014 to 31st October 2019.

The number of IDPs continues to decrease (from 2.6 million as of Dec.2017 to 1.44 million as of Oct.2019); while the numbers of returnees has increased (from 3.2 million, end of Dec.2017 to 4.46 million, end of Oct.2019).

  • 25% of the 1.44 million IDPs are in camps, while 67% are currently in private settings (in rented accommodation or with host families); 8% remain in critical shelter arrangements (unfinished/abandoned building; school/religious buildings and informal settlements).
  • 95% of the returnees are in their habitual residence, 2% in Private Settings while 3% live in critical shelter arrangement such as informal settlements, unfinished and abandoned buildings, schools, religious structures.

 

Response

Out of the overall SNFI Cluster target of 861,650 individuals, 159,984 people have been assisted with NFI kits; 72,809 people have benefited from shelter interventions. The coverage for NFI kits stands at 19% of the cluster target; and the coverage for shelter stands at 8% of the cluster target. From the total number of beneficiaries reached:

  • 79,526 people living in camps and informal settlements have been reached with NFI kits; 28,496 people have been provided with emergency shelter interventions.
  • 38,652 returnees have been reached with NFI kits; 40,928 people were assisted with either emergency repairs of war damaged houses, or provided with sealing-off kits.
  • In October, SNFI Cluster partner UNHCR began providing winter assistance.  UNHCR reached 89,480 people with winter assistance in October.

Gaps / challenges

A total of 16,636 people left camps for non-camp settings between mid-August and 22 October, according to IOM.  More than half of the households contacted since departure reported that the movement was involuntary, and many HHs are now experiencing returns to below-standard conditions and secondary displacement, leaving a large number of HHs without access to adequate shelter as winter commences.  SNFI partners are conducting assessments to identify specific needs.
