Shelter Cluster visit to Laylan 1 IDP Camp, Kirkuk, Nov. 2019

Highlights

  • IOM has started tent replacement in Ashti IDP camp in Sulaymaniyah governorate. A total of 1,453 families will enter the winter season in new tents, proving better climatic protection, dignity and privacy. Additionally, governmental authorities have started tent replacement activities for 5 camps in critical condition in Dahuk governorate.
  • Winter response has started and still ongoing. So far Cluster Partners have provided winter support to 20,896 households. Access in some targeted areas in Centre and South remains a big constraint due to the ongoing demonstration in that part of the country. Partners are closely collaborating with the Cluster, to make sure the targeted beneficiaries in those locations will be reached in a timely manner.

Need analysis

As per the IOM-led DTM report, 1.44 million IDPs and 4.46 million Returnees have been identified across the country, from January 2014 to 30th November 2019.

The number of IDPs continues to decrease (from 2.6 million as of Dec.2017 to 1.44 million as of Oct.2019); while the numbers of returnees has increased (from 3.2 million, end of Dec.2017 to 4.46 million, end of Nov.2019).

  • 25% of the 1.44 million IDPs are in camps, while 67% are currently in private settings (in rented accommodation or with host families); 8% remain in critical shelter arrangements (unfinished/abandoned building; school/religious buildings and informal settlements).
  • 95% of the returnees are in their habitual residence, 2% in Private Settings while 3% live in critical shelter arrangement such as informal settlements, unfinished and abandoned buildings, schools, religious structures.

 

Response

Out of the overall SNFI Cluster target of 861,650 individuals, 247,020 people have been assisted with NFI kits; 92,576 people have benefited from shelter interventions. The coverage for NFI kits stands at 28% of the cluster target; and the coverage for shelter stands at 11% of the cluster target. From the total number of beneficiaries reached:

  • 84,800 people living in camps and informal settlements have been reached with NFI kits; 30,728 people have been provided with emergency shelter interventions.
  • 38,816 returnees have been reached with NFI kits; 52,423 people were assisted with either emergency repairs of war damaged houses, or provided with sealing-off kits.

 

Gaps / challenges

  • Based on the HRP 2019, winter needs amount at 10.5 MUSD to cover around 60,000 HH in 38 prioritized districts. Based on recent MCNA data, 25,000 IDP HHs (23,800 HHs out of camps and 1,200 HHs in camp settings) are missing winter items. Highest needs have been reported in the following districts: Kirkuk, Mosul, Sulaymaniyah, Sumail and Zakho.
  • Partners have so far confirmed plans to assist 81,700 IDP families including 52,400 HHs in camps (87% of total camp population) and 29,300 HHs out of camps (100% of total out of camp population). Moreover, 50,500 children will be assisted with winter clothing, of which 82% in camps and 18% in out of camp settings.
