Highlights

Conflict affected families dwelling in camps and camp-like settings in Myanmar continue to remain in an appalling condition. Protracted displacement and re-current new emergencies has worsened the living condition of families, thereby subjecting them to adopt negative coping strategies.

Through the 2020 HRP, the Shelter/NFI/CCCM cluster planned to assistance some 250,000 conflict-affected population with Emergency/Temporary Shelter & NFI assistance. Only 61% of these population have been supported with life-sustaining shelter & NFI assistance. Several factors especially, access constraints and underfunding continue to remain a critical challenge for the Shelter/NFI/CCCM Cluster and its partner.

The cluster will continue to explore best modalities to assist affected families and provide support to families in critical need of humanitarian shelter assistance to ensure that their living conditions are improved to acceptable standard.

Through the 2020 HRP, the cluster appealed for $25M to be able to adequately address the needs of those affected by displacement. However, only 27% of the clusters’ financial ask was received.

Need analysis

In 2020, Shelter/NFI/CCCM cluster and its partners continued to witness several emergencies due to new displacement, especially in Northern Shan State (NSS). During the first quarter of 2020, nearly 37,000 new displacements were recorded in and around Northern Shan State. This has further aggravated the needs of vulnerable families.


In December 2020, the cluster estimates that there are over 13,506 shelter gaps in Rakhine, Kachin, and Northern Shan State that requires a flexible approach to support. This support varies from total shelter reconstruction, minor, and major shelter renovation and/or upgrade. Some 67,532 individuals continue to be in need of life – saving shelter support.


In Kachin state, over 2,000 families dwelling in protracted camp settings have expressed their will to opt for varying degrees of solutions. However, several factors including the unstable security environment in their places of origin, lack of livelihood opportunity and inadequate resources to support remain a constrain.

Response

Despite several challenges, especially insufficient funding, COVID – 19, and access restriction, cluster partners reached some 23,390 IDP’s with new shelter constructions, rehabilitation of dilapidated shelters as well as care and maintenance support.


In December 2020, cluster partners were able to support over 79,985 IDP’s in protracted camps and displacement sites with essential Non-food items and shelter repair/upgrade kits. These items include Plastic sheets, ropes, blankets, plastic mats, mosquito nets, buckets, jerry cans, etc.

Gaps / challenges

Inadequate funding for the Shelter/NFI/CCCM Cluster in Myanmar remained a significant challenge. In 2020, the cluster received only 27% of its financial asks through the Humanitarian Response Plan (HRP). As a result, the cluster was able to improve the living condition for some 26% of its target with Shelter assistance. Similarly, the cluster was able to support 61% of its target with the provision of emergency shelter and NFI kits.
