HIGHLIGHTS· Ukraine Shelter Cluster Evaluation has been released and is available online here. Shelter Cluster is “the most effective cluster in Ukraine” according to report which provided some relevant recommendations for streamlining its response in 2016.· Stanitsa Luhanska: In vicinity of Stanitsa Luhanska, one of Ukraine’s front line communities, medium and heavy shelter repairs remain a priority need. The Norwegian Refugee Council has been cooperating with other partners on full house repairs including masonry, carpentry, roofing materials, and glazing. Waste including old asbestos materials lines the streets where household damage has been the most significant, and proper waste of such materials will be required to minimize health and environmental risks. Shelter partners’ work is complicated by a lack of demining near household damage. These questions will be followed up accordingly.· Avdiivka: In Avdiivka, shelling has destroyed multi-story apartment buildings found immediately on the contact line. Organizations such as People in Need have been providing light repairs to some of these buildings including glazing and window repairs. On-going and daily mortar shelling makes access for structural repairs difficult, while families over the last two years reside in the most liveable apartments.· Winterization: 19 Shelter/NFI partners continued the implementation of their winterization programs. 16,557 internally displaced and most-vulnerable non-displaced conflict-affected households benefitted from life-saving NFI distributions. Insulation of damaged households was an urgent priority with window repairs and replacements conducted in addition to the distribution of 462 emergency shelter materials kits including tarpaulin, plastic sheeting, and wooden battens. 7,972 winterization cash grants were also distributed to beneficiaries in Government Controlled Areas. There are 67 villages out of 153 along the contact line that did not receive any form of winterization assistance, see more on a map.· Kobo Training: The Shelter Cluster has conducted three trainings on online data collection (Kobo) in February in Sloviansk, Sievierodonetsk and Kyiv for IOM, MC, NRC, PCPM, PiN, TdH, UF, UNHCR and UNICEF. This has contributed to the creation of community of practice and shared experiences as well as build capacity for joint exercises The next training will be held in Kyiv on the 23rd March.
