  1. Activity Matrix in a protracted situation- The Shelter/NFI Cluster’s activity matrix was updated for 2018. Building on lessons learned from nearly two years of structural repairs and reconstruction projects, agencies recommended to further break down the repairs into 3 separate categories: medium-heavy repairs, structural repairs, and reconstruction. Several new activities were added in order to better respond to the particular needs that were arising on front line communities: This included pilot shutter projects so that households on the contact line can build their resilience to ongoing shelling. Agencies also identified that approximately 10-15% of beneficiaries who had sustained significant damage during the conflict had also lost essential furniture, so agencies providing structural and reconstruction projects will seek to support beneficiaries with the recuperation of furniture. This will be especially supportive to vulnerable beneficiaries such as the elderly and handicapped who are unable to live in their homes in the absence of such crucial items.   2. Winterization Updates-  Winterization coverage is at about 30% of last year’s targeted households compared, but for heating, the coverage is at 57%. The greatest gap for winterization is for purchasing of personal items where a recent assessment by REACH identified that 28% of people living on the Government Controlled areas of Donetsk and Luhansk Oblast do not have a winter jacket, 35% don’t have winter boots, and 13% don’t have a blanket. The situation is particularly acute in rural areas. In NGCA, 6000 households will receive coal to meet their heating needs.   3. New Wall map of the Donbass- In collaboration with UNHCR and the Protection Cluster, the Shelter Cluster has prepared a new map of the Donbass. The map displays the number of IDPs registered in each raion, key hot spots of the conflict, and updated boundaries according to the latest conflict context.
