HIGHLIGHTS
• As the weather becomes colder, winterization assistance is on-going, with special focus on villages along the contact line which are in urgent need of access to heating fuel (coal and wood). Other planned assistance includes distribution of warm clothing, blankets and heaters, or monetised support to enable families to access these items themselves, as well as insulation of shelters. The Cluster regularly updates a matrix of winterization activities developed to coordinate response and avoid overlaps. In parallel, a referral system has been established at sub-national level in Northern Donbas.
• Cluster partners are in the process of 2016 planning, identifying humanitarian needs, and developing planned responses.
• A dedicated technical meeting on structural repairs took place on 22 October in Sloviansk, to discuss standards and approaches as well as agree on key modalities for repair of heavily damaged buildings. A next meeting is planned shortly to finalize Cluster recommendations.
