SUMMARY OF THE RESPONSE On 13 March 2015, Category 5 Tropical Cyclone Pam struck the archipelago of Vanuatu. The government and various national and international organizations first responded with the delivery of emergency shelter items: tarpaulins, shelter tool kits and kitchen sets. The response then moved to supporting self-recovery and strengthening resilience through safe shelter awareness and fixing kits. The Shelter Cluster, activated for the first time in Vanuatu for this response, then remained active for preparedness as part of the Vanuatu clusters platform.
