Highlights

During the month of December, Shelter Cluster partners reached 2290 individuals (520 households) with Shelter and NFI assistance. The majority of the Shelter Cluster's response in January was in response to new displacements caused by armed clashes and the burning of homes over the period of November to January in Mbengwi (Momo Divisoin), Ako (Donga Mantung division); Oku (Bui Division), Akwaya (Manyu Division), and Tubah (Mezam Division). Regular response was also provided to protracted IDPs in Bamenda (Mezam Division) and Tiko (Fako Division). 

The Shelter Cluster also completed its Cluster Coordination Performance Monitoring, where cluster partners evaluated the performance of the cluster in 2022, and made an action plan to continue to improve on its performance in 2023.  The Shelter Cluster improved on its performance from the previous year, but needs to make strides in the area of adherence and implementation of technical guidance, working with other infrastructure-related clusters such as WASH, Education, FSL, Health and also to ensure continued mainstreaming of protection. The Cluster also needs to perform better on resource mobilization and quick response to new displacements and damages of homes. Contingency planning and environmental mainstreaming are also included in the plan of activities for the Shelter Cluster this year. 

The Shelter Cluster Coordinator also attended on behalf of the Shelter Cluster the WASH Cluster Annual Review workshop. This marked the beginning of cooperation between the two clusters and the clusters will seek to put in place a joint framework in 2023.

Need analysis

Armed clashes and attacks on villages that have resulted in the intentional burning of homes continues to cause instability and the need for provision of emergency shelter and nfi materials in the immediate aftermath of displacement. At the same time, during this new year period, partners have reported an increase in the price of items particularly those that would improve the dignity of their living conditions. The Shelter Cluster will be reviewing price monitoring and transfer values that partners are providing in their programming and revise guidance accordingly with the prices in local markets, while advocating for improved flexibility from donors. At the same time, those in protracted displacement continue to struggle with the affordability of rental accommodation and living in inadequate and damaged facilities. The first quarter of the year usually marks a prepatory stage for these activities.

Response

Northwest

  • CRS completed the NFI portion of their project ACER III. In January, newly displaced persons redeemed vouchers while those not coming to regular distributions were reached and were able to redeem their items. This final month of the redemption of NFIs covered 112 households.
  • H4BF is planning to targeting 254 households with 762 tarpaulin sheets and 254 nylon bags for their up coming distribution in Binju community in Nkambe.
  • IOM completed distributions for 128 households with Shelter and NFI assistance in the Northwest Region. 58 households in Akwese Bush in Ako Subdivision in Donga-Mantung received both NFI and Light Shelter kits. 41 households in Ngvuinkei 1 in Oku  and 29 households in Ntonghi in Kumbo both in Bui Division received light shelter kits. 
  • SHUMAS in addition to supporting IOM with the distribution of the aforementioned activities also began its activities to support IDP students with rental assistance in Bamenda. 5 students returned to be supported from 2022, while there are 10 new students that will be supported by SHUMAS this year. 
  • SIRDEP, the implementing partner of NRC, undertook preparations to begin beneficiary selection in the month of February for distribution of Shelter and NFI items.

Southwest

  • DRC conducted distributions of Shelter and NFI items in Tiko Subdivision in Fako Division to support IDPs in Mondini and Upper Costain.
  • the agency CAMHELP began construction of a collective accommodation for IDPs and will also seek to serve their educational needs.

Gaps / challenges

During the month of January, Shelter Cluster partners were in a better position to continuing to deliver assistance to new displacements due to the continuation of funding from the previous year. Given the unpredictability of movements, it is hoped that partners will have the capacity to respond during the remainder of the first quarter, a time where new projects are being developed and new projects are being approved.

Shelter Cluster partners reflected back on the performance in 2022. Overall, given that there were a number of tools and recommendations put in place, 2023 will be a year where all Shelter Cluster partners have to commit themselves to the effort of implementing them and to continue to share information on the gaps and from the implementation of their programming. A series of mini deep dives outside of Cluster meetings and workshops are proposed to reinforce partner capacity in this area. 

The Shelter Cluster continues to struggle with the limited availability of funding and with rising prices in local markets, partners have fears that they may not be able to continue to deliver the quality of the response to as many people. Given that the shelter response improves the dignity of living conditions and mitigates protection risks, advocacy to donors will have to be increased in 2023.
