Highlights

Need analysis

  • The Rapid Response Mechanism identified 165,494 individuals newly displaced due to armed conflict or climate change disasters in the first quarter.

  • The Special Envoy for UNHCR, Angelina Jolie visited Yemen in March to draw attention to the devastating consequences of the seven-year-old conflict on the civilian population.

  • On 16 March 2022, the United Nations and the governments of Sweden and Switzerland co-hosted a High-level Pledging Event for the Humanitarian Crisis in Yemen, and US$1.3 billion were pledged, which is less than a third of the funds required to life-saving programmes.

  • UN Envoy to Yemen announced two-month renewable truce starting 2 April 2022 halting all offensive military air, ground, and maritime operations inside the country and across its borders, facilitating fuel ships to enter into Al Hudaydah ports and commercial flights to operate in and out of Sana’a airport to predetermined destinations in the region and agreeing to meet to open roads in Taiz and other governorates in Yemen.

Response

  • In response to immediate needs, the Shelter Cluster, through 25 humanitarian organizations, continued to deliver aid to 190,000 people assisted in the first quarter.

  • The Shelter Cluster launched a third Shelter Solutions Exhibition in Aden. The exhibition presented 8 shelter prototypes that were reviewed by a dedicated technical working group. 

  • The Shelter Cluster organized a two-day partner's annual consultation attended over 50 members. The participants discussed 2021 achievements, lessons learned and best practices, cluster performance monitoring, Shelter/NFI needs in 2022, Multi-Year Strategy, contingency plan and preparedness, capacity building plan, reporting, and advocacy. One-day retreat was also organized for national and sub-national coordination teams to discuss coordination and operational challenges, capacity-building requirements, IM systems, and new initiatives.

  • The Inter-Cluster Coordination Mechanism developed a flood preparedness plan projecting that at least 56,000 families would be affected by floods this year. Shelter Cluster estimated the need for about $33 million to provide Shelter/NFI flood response, including NFIs, Emergency Shelters, Rental Support, Shelter maintenance/upgrades, and flood mitigation solutions.
    Shelter Cluster completed the HNO and HPR 2022 analysis (with MCLA), estimating 7.4 million people in need of Shelter/NFI support (59% in acute need) and identified 3.1 million people to be targeted, which requires $225 million.

  • HLP coordinator has commenced her assignment and first HLP TWiG is organized. 

Gaps / challenges

  • The ongoing fuel crisis continued to worsen across the country, significantly impacting Shelter/NFI operation which is already underfunded.
