Highlights

In 2018, 1.67 million people in South Sudan are still in need of Shelter/NFI assistance. As per the Humanitarian Response Plan (HRP), the cluster will target 1.08 million affected population by the ongoing conflict in South Sudan; 70% of them will be served through in kind distribution while the rest, 30%, will be reached through Cash Based Interventions (CBIs).


Coverage against targets

Need analysis

• Tens of thousands of populations reported fled their homes as the results of the clashes between the warring parties in Central and Southern Unity State seeking for protection in the nearest counties, while thousands of them still trapped in the conflicted area with no access to shelter and basic household items. The humanitarian partners calling for a pause in fighting for 21 days of tranquility reach those who still trapped in the conflict with basic humanitarian services. 


• Fighting is spread out in Baggari area in Wau County, Western Bahr el Ghazal State, forcing thousands of people fled their homes sheltering in safer area. Partner facing serious challenges accessing the outside Wau Town including the Greater Baggari area, where over 25,000 people were in urgent need of humanitarian assistance.


• Living condition in the Protection of Civilian (PoC) in Malakal do not necessarily provide the displaced population with any sanctuary. People living in bad shape shelters and very congested area (giving 14.5 m2/person in average) posing them in to additional risks. Partners working together with the CCCM Cluster reconfiguring the PoC site by replacing the old structures with new shelters.

Response

• In areas where the security more stable and market is functioning, partners has started the cash-based intervention (CBI) targeting small number of population. In 2018, 103,120 individuals have benefited from the CBI activities in 5 locations (Bentiu PoC, Abyei, Bor, Torit and Mundri)

• In 2018, the cluster partners have reached 439,399 individuals (403,868 individuals with NFI and 153,622 individuals with shelter assistance), 70 distributions resulted from 82 needs assessments/verifications in 9 states.

• The core pipeline managed to dispatch 2,057 MT of stock from the central workhouse in Juba to the field locations for response.

Gaps / challenges

• Rainy season is fully swing in all over the country limit the road access on most area in South Sudan, increasing logistical constraints with cargo and personnel flight unable to land on many muddy airstrips.

• Restriction of movements by the National Security Services (NSS) continued hampering the humanitarian operations in South Sudan.
